Aizawl, August 21: Dr Buddha Dhan Chakma, the lone minister in Lal Thanhawla led Mizoram Congress ministry has resigned following alleged racial discrimation on Chakma community.
In a resignation letter submitted to the Chief Minister on Monday, MLA from the 36-Tuichawng Assembly Constituency in Lawngtlai stated that four Chakma students who have qualified for Mizoram state quota in the National Eligibility and Entrance Test (NEET) were denied MBBS seats.
In Mizoram, civil societies organisation including the Young Mizo Association and NGO Coordination Committee have long voice their concerns over the influx of Chakmas from neighbouring Bangladesh.
They also demanded that Minister of state (Sericulture & Fisheries) Dr. B.D. Chakma be dismissed from the Congress ministry for indulging in anti-government activities, and accused him of instigating tensions between ethnic Mizos and Chakmas.
The Chakmas were not considered as indigenous tribe in Mizoram even though Autonomous District Council has been given to them.
The Chakmas with a total population of morethan 100,000 have enjoyed certain rights in Mizoram. They were concentrated mostly inside the Chakma Autonomous District Council.

I feel privileged to inform you that under National Eligibility cum Entrance Test (NEET)-2017, four Chakma students from Mizoram have been qualified for studying MBBS from Mizoram state quota and accordingly they were called for counselling on 20th July 2016 by Higher and Technical Education Department, Govt. of Mizoram. But regrettably, on the same day, just after the counselling was cancelled by the Commissioner, Higher and Technical Education Department, Govt. of Mizoram and called for a fresh re-counselling the date of which has not yet been declared by the concerned department.
On 26th July 2017, Pu R. Romawia, Hon’ble Minister of Higher and Technical Education Department, Govt. of Mizoram, in his press statement clearly stated that the state’s MBBS quota would be reserved exclusively for Zo-ethnic people of Mizoram. From his press statement it is clear that he is not going to give any MBBS seat to non-Zo ethnic students and it indicates a clear denial of MBBS seats to those four meritorious Chakma students and this is not acceptable by me.

Out of these, stduents of rank no. 9 and 23 belong to my Assembly Constituency.
However, being a responsible elected public representative of our state, I firmly believe that it is my bounded duty as a Minister of State to serve the people of our state with equality irrespective of caste, creed and religion and while discharging my duty as a Minister of State, I might have hurt the sentiments of many innocent peoples and I am really sorry for that.
In view of the above facts, I fear that my presence as a Minister of State in your esteemed Ministry, may create uneasiness to maintain the glory of democracy of our state where all of us should feel at home under your dynamic leadership irrespective of caste, creed and religion and wishing that I, with my full conscience, do hereby tender my resignation from the post of Minister of State of Mizoram and this is for your kind acceptance please.
