Imphal, July 21: Search is over for the most wanted militant leader in Manipur. After attempting to arrest him for over a year, Douthanglen Kipgen has been arrested by a team of Imphal West Police Commando at Sekmai Bazar on Friday.
Manipur Police department on May 6, 2016 announced that a cash reward of Rs 1 lakh will be given to the individual who can provide any information leading to his arrest.
Police sources said that Douthanglen Kipgen (37) is a top leader of at least three militant group – Kuki National Front (D), Tribal Revolutionary Army (TRA) and Myanmar based NDFK, all the factions are not a party to Suspension of Operations (SoO).
By using different names such as KS Elson, Lelen Kipgen and John Hangshing, the wanted militant leader was involved in kidnapping and extortion cases around Imphal, Churachandpur and Sadar Hills.
Douthanglen s/o (late) Thongkholet Kipgen was originally from Bongbal Kholen village in Kangpokpi district, police said.
At least three different cases have been registered against Douthanglen in last year. The cases registered at Imphal Police Station [FIR No. 107 (5) 2016 IPS u/s 364-A, IPC], Sekmai Police Station [FIR No. 19 (4) 2016 SEK PS u/s 307/326/34 IPC] and Churachandpur Police Station [FIR No. 24 (5) 2016 CCP PS u/s 400/365/34 IPC & 25 (1-C) Arms Act] were mostly related to extortion and kidnapping at gun-point.
Imphal West Police said in a statement that a team of Police Commando led by Thangkhochon Haokip, MPS, Dy. SP (Ops)/IW and Inspector P. Achouba Meetei, OC-CDO/IW, under the supervision of N. Madhunimai Singh, MPS, Addl. SP (Ops)/IW arrested Douthanglen from Sekmai Bazar. One Samsung mobile phone along with 2 SIM cards were seized from his possession.
Last year, two cadre of KNF(D) – Lunminthang Kipgen (27) and Letjang Haokp (32) were arrested after they kidnapped the PRO of Singhat MLA identified as Thangsianbiak Phiamphu. Both Lunminthang and Letjang were also involved in the kidnapping of a JCB driver in Churachandpur district.
